What is Passive Fire Protection?

Passive fire protection (PFP) is a critical component of any building's fire safety strategy. Unlike active fire protection systems such as sprinklers or alarms, which require activation, passive fire protection works constantly and silently, built directly into the structure of the building.

How Passive Fire Protection Works

Passive fire protection works by compartmentalising a building into sections that can contain fire and smoke for a defined period. This compartmentation buys time for building occupants to evacuate safely and for fire services to respond. The key elements include fire-rated walls and floors, fire doors, fire stopping systems, and penetration seals. Together, these elements form a system that limits the spread of fire, smoke and toxic gases throughout a building.

The Difference Between Active and Passive Systems

Active fire protection systems, such as sprinklers, alarms, and extinguishers, require a trigger or activation mechanism to operate. Passive fire protection, by contrast, is always working. It is inherent in the building's construction and does not require any action to perform its function. Both systems are complementary: active systems detect and suppress fire, while passive systems contain its spread and protect escape routes.

BCA Requirements for Passive Fire Protection

The Building Code of Australia (BCA/NCC) sets out detailed requirements for passive fire protection across all building classes. Requirements vary depending on building class, height, occupancy type and construction method. Generally, the BCA requires fire-rated construction, compliant penetration sealing, fire doors and fire dampers in HVAC systems. All passive fire protection elements must be installed using products tested and certified to Australian Standards (primarily AS1530 series) and must be maintained in compliance throughout the building's life.

Why Compliance Matters

Passive fire protection compliance is not merely a regulatory obligation, it is a life safety requirement. Non-compliant passive fire systems can fail to contain fire in an emergency, allowing it to spread rapidly through a building. Building owners and strata managers face significant legal liability if passive fire deficiencies contribute to injury or loss in a fire event. Regular inspection and maintenance of passive fire systems is therefore both a legal requirement and a fundamental responsibility of building ownership.
